The fuel level gauge operates by sending a low amperage current through the gauge meter to ground via a unit of variable resistance sending The resistance of the sending units increases or decreases with changes in pressure, temperature, etc...

As the resistance of the sender varies, so does the amount of current allowed. pass through it until the ground changes and the meter deviates, indicating the fuel level.
