The fuel level gauge operates by sending a low amperage current through the gauge's meter to ground via a resistance sending unit variable The resistance of the sending units increases or decreases with changes in pressure, temperature, etc...

As the resistance of the sender varies, the amount of current allowed to it. cross until the ground changes and the meter deflects, indicating the fuel level.
